Capacity Reviews

The road safety management Capacity Reviews are concise reviews describing the road safety situation in African countries, with background statistics on road safety performance, as well as institutional management functions and strategic priorities for long-term investment strategy. The included information are based on a road safety and traffic management capacity review undertaken by a team of experts.

The SaferAfrica project focusses on selected 5 African countries, namely: Cameroon, South Africa, Kenya, Burkina Faso and Tunisia.

The followed approach is based on the World Bank Road Safety Management model and assessment framework (Bliss and Breen, 2009):

  • Results: an overview of the country long-term goal, Interim targets, Intermediate outcome targets.
  • Interventions: Safe Roads and Roadsides, Safe Speeds, Safe Vehicles, Safe Road Use, Post-Crash Care
  • Institutional management functions: Results focus (leadership, goals and target setting), Coordination, Legislation, Funding & Resource Allocation, Promotion, Monitoring & Evaluation, Research and Development & Knowledge Transfer
